Constitutional Amendment: Housing Infrastructure Growth Bonds
What is this amendment about?
This proposal would amend the Hawaiʻi Constitution to allow the Legislature to authorize counties to create special financing districts and issue bonds for certain public infrastructure projects, housing-related improvements, and community development.
The bonds would be repaid using future increases in property tax revenues generated within the designated district rather than through an increase in county property tax rates. The amendment would also allow these bonds to be excluded from county debt limits and would require oversight and accountability measures established by law.
A “YES” Vote Means:
You support allowing the Legislature to authorize counties to issue these special infrastructure and development bonds.
A “NO” Vote Means:
You oppose granting counties this additional bonding authority and would leave the current constitutional provisions unchanged.

Shall the Hawaii State Constitution be amended to direct the legislature to authorize the counties to issue resilient infrastructure for shelter and equity bonds to fund public improvements in designated districts, repaid solely by future growth in property tax revenues within those districts, not by increasing real property tax rates, where such bonds are excluded from the counties’ debt limit and are subject to accountability and oversight requirements as may be provided by law?
Constitutional Amendment: Judicial Appointment Review Period
What is this amendment about?
This proposal would amend the Hawaiʻi Constitution to give the State Senate additional time to review and act on appointments of judges and justices made by the Governor when the Legislature is not in regular session or is about to adjourn.
Current law generally requires Senate action within 30 days. The amendment would extend that review period to 60 days for appointments made between April 1 and December 31.
A “YES” Vote Means:
You support extending the Senate’s review period for certain judicial appointments from 30 days to 60 days.
A “NO” Vote Means:
You support keeping the current 30-day review period in place.

Shall the Constitution of the State of Hawaii be amended to allow the Senate more time to consider and act on the appointments of justices and judges, by increasing the timeframe from thirty days to sixty days for appointments made between April 1 and December 31 when the Senate is not in regular session or is about to adjourn the regular session?
